Summary: As the effects of Canada’s 2009 stimulus budget begin to materialize, Prime Minister Stephen Harper has declared that the focus of Canada’s 2010 stimulus budget will be increasing Canadian employment rates. Though 2009 figures seem to indicate a stagnant recovery within the Canadian economy, policy makers are looking to ensure this recovery is long term by targeting the issue of unemployment. Harper has insisted that his highly controversial decision to prorogue parliament until March was based on the need for his government to structure their budget for this purpose.
